Monitoring Police Performance
In January 2010, Greater Manchester Police Authority formed a Performance Management Group to strengthen the scrutiny of Greater Manchester Police performance. The group is made up of six Authority Members and the Authority's Executive Director Russell Bernstein who meet every month with GMP's Chief Constable Peter Fahy and Deputy Chief Constable Simon Byrne. Before each meeting, all Members of GMPA receive reports highlighting key performance issues which the Group will discuss in order that they can raise any issues relating to Force performance through Members of the Performance Management Group. The Group has a documented remit and concentrates on performance in three main areas:
- How the Force is performing against the targets set out in the annual Policing Plan.
- Measures laid down by Her Majesty's Inspectorate of Constabulary (HMIC) Policing Performance Steering Group. (This HMIC group monitors all police forces and intervenes in the way they are managed and led if it is felt performance against their measures is unacceptable).
At the monthly meeting, the Chief Constable and Deputy Chief Constable are questioned and challenged by GMPA Members and asked to provide details of how the Force is working to address areas of under performance. Because the nature of the information discussed is often highly sensitive and confidential, the meeting cannot be held in public, however after each meeting, GMPA issues a document which provides a snapshot of issues discussed and any actions agreed.
