Appointment Process
The Councillor members of the Police Authority are appointed by their respective local authority on an annual basis. The Association of Greater Manchester Authorities (AGMA), acting as a joint Committee, appoints the seats to the political parties based on the number of seats for the county area as a whole. The current (May 2008) make up of the ten district councils in the Greater Manchester area is given below: -

For 2010/11 this has resulted in the following political make up of the Police Authority: -

·3 Liberal Democrat
Since 1st October 2008, magistrates have not been included as a class of member of police authorities, which means GMPA is now made up of 10 councillor seats and nine independent members, one of which is a magistrate. Previously there were 10 councillors, three magistrates and six independent members.
The independent members are appointed by the police authority following a selection process involving an Independent Selection Panel, including representatives from the police authority and the Home Secretary, together with an independent assessor selected by the previously referred to persons from a list approved by the Home Secretary. Independent members are appointed for four years.
